EpicSyringe stated that they achieved a time of 1:08:xx at some point before the alterations to this Level were made. However I do not currently have photographic or video evidence of that time, and do not know what the “:xx” is regardless.
Therefore, I submit my time of 1:08:28 as the current unofficial WR for Level 17 on version 0.9.0.10
